Don’t change horses: A metaphor urging voters to continue an Administration during a period of crisis. The figure of speech was Lincoln’s, spoken at the Republican convention of 1864 to a delegation from the Union League Club which had hailed the action of the convention in nominating Lincoln. His secretaries said, “The President answered … that he did not allow himself to suppose that either the Convention or the League had concluded that he was either the greatest or the best man in America, but rather that they decided it was not best to “swap horses while crossing the river.”

The New Republic characterized the Republican theme in the Hoover-Roosevelt contest of 1932 as “Don’t change barrels while going over Niagara.” In the 1944 Roosevelt-Dewey campaign, Dewey’s stirring slogan was “Time for a change,” and public opinion polls showed him closing the gap on the President.

Pocketbook issue: A voter’s concern with what is happening to his income and its buying power. “The great mass of the people,” Boston politician Martin Lomasney discovered, “are interested in only three things – food, clothing and shelter.” In the midst of depression or inflation, pocketbook issues take precedence over more esoteric, philosophical appeals, and can exert a greater influence than personalities. Pocketbook issue is synonymous with Bread-and-Butter issue.
